Greenburgh Looks at Increasing Parking Fines

GREENBURGH, N.Y. – Parking scofflaws’ wallets may soon be a little lighter in Greenburgh.

On the advice of a pair of parking ticket enforcers, the Greenburgh Town Council is considering an increase in the fines for parking and parking-related violations. Fines in Greenburgh and the Hartsdale Public Parking District have not been raised in more than a decade, the board said, and are among the lowest in the area.

“It’s not so much about generating revenue,” Greenburgh Police Chief Joseph DeCarlo said Wednesday. “We just want people to park legally.”

Currently, parking fines sit at $15. But town law allows violators who pay the fine within 48 hours to fork over just $7.50. That has led to an interesting dilemma for some motorists, Councilman Ken Jones said.

“Some residents have figured out it's cheaper to pay the fine than it is to plug the meter,” Jones told the board Tuesday during a work session.

Both DeCarlo and Stephanie Kavourias, executive director of the Hartsdale Public Parking District, have recommended the increase.

No exact increase has been agreed upon as the two continue to examine rates in neighboring municipalities to find a fair comparison. But DeCarlo estimated fines could be $5 higher for parking violations and $10 or $15 for more serious offenses such as parking in front of a fire hydrant or in fire lane.

On Wednesday, the town board approved a public hearing on the proposed hikes for its April 24 meeting.
