The report, which is now in the hands of the  Westchester District Attorney’s Office, also said Yandrasevich used the businesses to steal hundreds of thousands of dollars from the city over a six-year period.

Rye Mayor Doug French said the council will discuss what policies and procedures to implement to change the way the city handles its finances in the wake of the investigation.

“Let’s move forward,” he said.

Councilwoman Laura Brett said she is glad to be able to move on.

“It’s been a very long and exhausting investigation,” she said.

The council put Yandrasevich, manager of the city-owned Rye Golf Club, on leave in October after he was accused of misappropriating funds and having a conflict of interest with the staffing agency he used to service the club over the summer.

Yandrasevich used the tips members put on their credit accounts for dining expenses to go toward club expenses instead of giving them to the servers, the report said.

In addition, he admitted having ties with the temporary staffing agency RM Staffing, which he hired as far back as 2007 to provide workers, according to the report.

Club members and the city questioned $2.2 million worth of payments to the company over the past two years, including large amounts of overtime.

Complete documentation of the Rye Golf Club’s dealings with RM Staffing have been released through a Freedom of Information Act request. The full Rye Golf Club FOIL documents are available to read here.

Jim Lopolito is serving as club manager until September.
