Westchester County is in the process of demolishing a road as part of the Crane Road bridge construction. The work is being done during the entire evening hours. Last week, in response to complaints, I walked up and down Edgemont Road around 9:30 p.m. The noise was loud.
One resident who resides on Edgemont Road indicated that he couldn't sleep since the work continued throughout the night -- after midnight, after 2, 3 and 4 a.m.
In addition to the noise there is lighting problems from the work. The constituent who called me indicated that It was difficult to concentrate at work after a sleepless night. And- the loud noise is going to take place for a few more weeks.
My question: Do residents have the right to a good night's sleep? Is it fair to residents to do overnight blasting, construction for a few weeks? My suggestion: The county should advise their contractors to either stop the work by midnight (so people could have a noiseless evening between midnight and early morning hours) or they should offer to put people up in hotels at county cost if the work is going to be done the entire evening... A number of years ago a shopping center located near the Colony in Hartsdale repaved their parking lot during the evening hours.
They met with me, Town Clerk Judith Beville and Mark Tenzer, former president of the Edgemont Community Council (who had moved to the Colony). We persuaded the shopping center to offer residents a free hotel room while the overnight work was taking place.. A few people took advantage of the offer.
It was the right thing to do because it provided residents who are light sleepers with options--necessary work would continue to be done during overnight hours but those doing the work would take steps to mitigate the disruptions to residents..
I think the county should consider this suggestion with the Crane Bridge construction project and with any other overnight work that keeps homeowners up during the entire evening..
