Elmsford Schools To Appoint Joseph Ricca, Jr., Superintendent

ELMSFORD, N.Y. -  The Elmsford Board of Education will appoint Dr. Joseph L. Ricca, Jr., as the district's new superintendent Friday with the move effective September 1.

Ricca was most recently Superintendent of Schools for the East Hanover Township School District in New Jersey where he served since 2009 where he implemented targeted instructional analysis throughout the Hanover School District, leading to increased student achievement.

Outgoing Superintendent Barbara Peters announced her retirement in January after five years with the district.  Peters said in January that while it was not an easy decision for her to end her time as superintendent, she believed "it is the right choice to make."

Ricca also created and maintained award-winning community partnerships, established grant-funding opportunities for the district and improved its technological infrastructure and capabilities at Hanover Township. He served on New Jersey Gov. Chris Christie's Task Force on Anti-bullying.

The new superintendent holds a bachelor's degree in history and education from Seton Hall University, an Ed.M in administration, planning, social policy, human development and psychology from Harvard University and a master of arts degree in educational leadership/educational administration from Caldwell College.He has an Ed.D, also in educational leadership/educational administration, from Walden University.
