Andrew Joffe, of Irvington, was pulled over at around 5:30 a.m., Sunday, Sept. 29 "for vehicle and traffic violations," Greenburgh Police said in a news release. Joffe was arrested and charged with driving with a suspended license, but police later discovered he was "in possession of a hypodermic needle and a quantity of heroin," according to the release.
